Techno Electric’s JV inaugurates its 400/220/132 KV power transmission system in Haryana

JKTPL was awarded the project to build a 400 KV intra-state Power transmission system by Haryana Vidyut Prasaran Nigam Limited (HVPNL) in May 2010. The 400 KV Transmission network comprises of Double Circuit Quad Moose Line extending from Jharli to Kabulpur, Rohtak (35 KM) and Kabulpur to Dipalpur, Sonepat (64 KM) with 2 No. Sub-Stations of 400/220/132 KV of 24 Bays each at Rohtak and Sonepat. The Transmission Network is designed to facilitate evacuation of 2,400 MW of power and is in operation since March 2012. The project of this magnitude and complexity was completed in a record time of less than 15 months of financial closure, which is a record not only in the state of Haryana but also in the country.

The project is a Public-Private Partnership project with the Haryana Government initiative and the first ever transmission project to get Viability Gap Funding (VGF) support from the Central Government. A VGF scheme, extended by the Government of India, is to aid PPP projects in infrastructure space to make them commercially viable. The state-of-the-art project is the first ever project developed in the country that has been constructed on a green concept.

The Rs 444 crore project has been financed through a mix of debt and equity. Debt at Rs 276 crore and the combined equity of Rs 76 crore was put in by both joint venture partners. The grant of Rs 92 crore has been extended by the Central Government. The project will ensure a sustainable income flow of Rs 4.5 crore to the company as a unitary charge payable per month.

Speaking on the occasion, Mr. Deepender Singh Hooda, Member of Parliament, Rohtak, said, “Haryana has achieved a new milestone in transmission infrastructure creation with the execution of Jhajjar Power Transmission Project under Public Private Partnership (PPP) mode. This is the first ambitious project of the country set up under the PPP Mode.”

Commenting on the development, Mr. PP Gupta, Managing Director, Techno Electric and Engineering Co Ltd, said, “HVPNL is the first State Utility to promote this kind of a PPP model in power transmission. The project is a milestone achievement that marks our association with the State of Haryana. It is because of the invariable support extended by HVPNL that the project has come up.
